Title I

Title I is a Federal program that serves students throughout the United States. The Title I program operates under the guidelines of the No Child Left Behind Act of 2001. The Title I program helps schools and students meet state and local education standards. Title I funds are directed to schools with the highest poverty levels as determined by schools' free and reduced lunch rates. School divisions apply each year for Title I grant money.

Title I in YCSD

Our Title I Program serves students in grades K-2 with additional instruction in reading. The goal of the program is to develop fluent readers who comprehend a wide variety of materials at their grade level. All Title I services are 5 days/week for 30 minutes per day over and above the 105 minute reading block during which the classroom teacher holds reading groups as well. Instruction focuses on students' reading needs and may include phonemic awareness, phonics, fluency, comprehension, and vocabulary. The Title I staff uses multisensory approaches to reading instruction such as Reading Recovery, Leveled Literacy Intervention, and Wilson Fundations.

Students are selected for the K-3 program based on their Phonological Awareness Literacy Screening (PALS) results and the Title I teacher's recommendation of the need for these services. In grades four and five, students are selected based on their Virginia Standards of Learning scores, quarterly assessments and teacher recommendations.

Report cards for schools, school divisions, and the commonwealth provide information about student achievement, accountability ratings, attendance, program completion, school safety, teacher quality, and other topics. Reports may be viewed and downloaded on the VDOE website.
